The REDMAP Strategy
In 2010 the Republican State Leadership Committee launched REDMAP — Redistricting Majority Project. They spent $30 million targeting 107 state legislative seats in 16 states. They flipped enough chambers to control redistricting in states representing 190 congressional districts. The 2028 state races are the next REDMAP moment.
